Well, the European Commission is considering a solution to fast-track promising projects, and it's generating buzz! Ekaterina Zaharieva, the EU's Commissioner for start-ups, research, and innovation, is proposing a 'fast-track access' mechanism to the European Competitiveness Fund (ECF) for select projects. This could be a game-changer, especially for collaborative research initiatives within Horizon Europe's Pillar 2 and start-up teams supported by the European Innovation Council (EIC), part of Pillar 3.

Commissioner Zaharieva envisions that the most promising projects from the second and third pillars should have easier access to the ECF. She even suggested an 'accelerator' mechanism in the next iteration of Horizon Europe's Pillar 3 to boost the chances of innovative start-ups scaling up within Europe. But here's where it gets controversial... Many start-ups currently struggle to reach the commercial stage, and some even end up leaving the EU altogether. This fast-track could be a crucial step in retaining and nurturing these vital innovators.

The creation of this funding fast track is a prime example of the close coordination promised between Horizon Europe and the ECF after 2028. The ECF, jointly managed by the Commission directorates for research and industry, is already expected to shape the priorities in Pillar 2 of Horizon Europe. While the Commission hasn't provided specific details yet, the concept aligns with the current thinking on how the next Horizon Europe will operate. Ana Barjasic, a member of the EIC board, emphasized the principle of complementarity, stating that EIC companies are expected to access ECF support as they scale.

Commissioner Zaharieva also emphasized the importance of established companies investing in Europe's start-ups, purchasing their products and services to keep them within Europe and foster their growth. Efforts will be made to raise awareness of the technologies offered by start-ups across Europe, encouraging other organizations, including governments, to support them.

Speaking of funding, the Scaleup Europe Fund is set to make its first investments in the spring of 2026. The private sector has already committed €1.5 billion towards the fund's €5-billion target. The EIC will contribute another €1 billion, and importantly, this won't decrease the funds available in the EIC's existing instruments. The EIC is expected to receive the bulk of the €38.7 billion planned for Pillar 3 of Horizon Europe in the next phase, nearly triple the current allocation.

Finally, Zaharieva noted that the plan to simplify company creation across the EU, known as the 28th regime, would be accessible to all companies, not just those deemed innovative, as initially suggested.
